Quark's (Armin Shimerman) bar is audited by the Ferengi Commerce Authority and he is served with a Writ of Accountability for improperly supervising a family member. It seems his mother, Ishka (Andrea Martin), has been earning a profit -- an illegal activity for Ferengi women. As the family's eldest male, Quark will be held responsible, so he and Rom (Max Grodenchik) return home to convince Ishka to confess, as required by Ferengi law.

While Rom can't help but admire his mother's lobes for business, Quark will stop at nothing to wring a confession out of her, because if she doesn't surrender her profits, he'll be forced to pay.

When the first Minister of the Bajoran Provisional Government dies, Kai Winn (Louise Fletcher) is appointed to replace him. As the new leader of Bajor, Winn asks Kira (Nana Visitor) to return to her homeland to help reclaim some stolen farm equipment from Shakaar (Duncan Regehr), the former leader of her resistance cell during the occupation. Kira is reluctant to go up against a friend, but agrees to encourage Shakaar to meet with Winn and negotiate a peaceful settlement. But when two security officers arrive to arrest Shakaar, Kira realizes it's a trap and helps him escape. Fugitives once again, Shakaar, Kira and their comrades must take to the mountains and resume their fight for freedom.
