While en route to mediate a dispute between two warring factions in the Peliar system. Dr. Crusher's (Gates McFadden) new romantic interest, Ambassador Odan (Franc Luz), is seriously injured when his shuttle is attacked. After examining his wounds, Dr. Crusher discovers a parasite is inhabiting Odan's body. But he stops her when she prepares to remove it, revealing that he is, in fact, the parasite. His body is merely a host and he needs another one to survive.

Meanwhile, Peliar negotiations reach a desperate impasse and war becomes imminent. With time running out, Commander Riker (Jonathan Frakes) volunteers to serve as a temporary host for the parasite. But when his body begins to reject the transfer, the entire mission is put in jeopardy.

On his way to a vacation on Risa, Geordi (LeVar Burton) is kidnapped by the Romulans and programmed to be an assassin.

Meanwhile, the Enterprise is ordered to escort Klingon Ambassador Kell (Larry Dobkin) to the Kriosian system, where one of the colonies is fighting for independence. Upon arrival, Governor Vagh (Edward Wiley) accuses the Federation of supplying the rebels with arms. Picard (Patrick Stewart) denies this, but relations become strained when the Klingon leader refuses to believe him.

As the pressure builds, Geordi (who has returned to the ship with false memories of a pleasant vacation) unknowingly sets in motion a conspiracy designed to destroy the Federation-Klingon alliance. But he's not the only traitor on board!
